How a record is built, verified and corrected.
This page sets out the definitions and rules behind every Grid to Chip record, every report and the Grid to Chip 100. It is published so that the data can be checked and cited.
What counts as a project.
A project is a data-centre development in a covered market that is intended, in whole or in substantial part, for AI or high-density compute, or a dedicated power project (generation or grid connection) whose stated purpose is to serve such a development. A minimum project size applies in each market and is stated in that market’s edition. Each project is one record. Phases of a campus are recorded as one project with phase-level capacity where the sources distinguish phases.
Campus-level announcements that name no site, no power arrangement and no developer are recorded at Announced status with the announcing party as the only named organisation.
Seven statuses and one flag.
- AnnouncedPublicly stated by a developer, owner or government. No site, power or permit on record.
- Site securedLand acquired, leased or allocated, evidenced by a transaction, an allocation decision or a confirmed lease.
- Power contractedA grid connection agreement, a power purchase agreement or a dedicated generation commitment on record. A memorandum of understanding is not a contract and does not qualify.
- PermittedThe approvals required to begin construction on record.
- Under constructionConstruction verifiably under way, evidenced by site activity, a contractor award or a developer’s confirmation.
- EnergisedPower delivered to the facility. The energised capacity is recorded separately from the announced and contracted figures.
- OperationalThe facility is serving load.
Flag: Stalled or Cancelled. Applied when a project has shown no progress for a period stated in the edition, or when the developer or an authority confirms cancellation. The last status held is retained in the record.
A project moves to a status only when the evidence for that status is on record. Statuses are not inferred from each other: Under construction does not imply Power contracted unless the agreement itself is on record.
Three capacity figures.
- Announced capacity
- The figure stated publicly by the developer, owner or government, as stated, in MW.
- Contracted capacity
- The capacity covered by a grid connection agreement, a power purchase agreement or a dedicated generation commitment on record, in MW.
- Energised capacity
- The capacity to which power has been delivered, in MW.
Where a source distinguishes IT load from grid connection capacity, the record states which it is. Where a source does not, the record states the figure as given and notes that the basis is unstated. Figures are never summed across statuses; a market total is always given per figure.
Sources, in order of weight.
- Primary records
- regulator, utility, system operator and government publications and decisions; tenders, awards and filings; company disclosures and regulatory filings.
- Direct confirmation
- written or on-the-record confirmation from the developer, owner, operator, utility or authority involved.
- Site evidence
- satellite imagery and site observation, used to confirm construction activity and energisation where documentary evidence is absent.
- Reported evidence
- credible press reporting, recorded as such and never sufficient on its own to move a project to Power contracted, Permitted, Energised or Operational.
Every record lists its sources and the date it was last verified. A status change is recorded with the source that caused it.
Quarterly editions. One verification cycle per summit.
Each market edition is published quarterly with a change log of every new record, status change and capacity change since the last edition. Each summit is an additional verification cycle for its market: the people on the programme and in the closing roundtable are asked to confirm or correct the records that concern their organisations, and the edition published at the summit reflects those confirmations.
Corrections.
Any organisation that appears in a record may request a correction by writing to info@vostad.com with the evidence. Corrections are made on evidence and recorded in the next change log with the date and the nature of the change. A request to remove a project or an organisation from the record is not a correction and is declined; a project that is cancelled is flagged Cancelled and retained.
How the 100 is selected.
The Grid to Chip 100 is the company universe behind the Grid to Chip record: the organisations whose decisions determine whether AI infrastructure in the covered markets is powered, sited, built and equipped. Selection is editorial, made by the content team against the four layers and the two cross-cutting forces, and refreshed annually. Inclusion cannot be bought and removal cannot be requested. The 100 is not a ranking: no organisation holds a position relative to another, and no organisation is described as leading, top or best.
The published list carries the layer in which each organisation is placed and the markets in which it appears in the record.
Independence.
Research decisions, including every status, every capacity figure and every selection to the 100, are made by the content team. The commercial team does not see an edition before subscribers do.
Subscribers, summit partners and sponsors of reports have no influence on records, findings or selection.
Where a report is produced with the support of a public body or a partner, the support is stated on the report’s first page, and the findings remain those of the content team.
Grid to Chip does not provide consulting, market-entry or advocacy services to any organisation that appears in the record.
What the record does not do.
It does not forecast. No record carries a projected date or a projected capacity.
It does not rate or rank projects or organisations.
It does not record information about individuals beyond their public roles.
It does not claim completeness. A market edition states the sources searched and the date of the search; a project absent from the record is absent because no qualifying evidence was found by that date.
